Information on importation and exportation of animal products and animals subject to veterinary control at the Russian state border and on transport.

The above goods, when transported within Russia and CIS countries, are to be accompanied by Veterinary Certificates, Form No. 1. 2. 3. endorsed by an official of the Veterinary Supervision Section of the Sverdlovsk Oblast Office of the Federal Agency for Veterinary and Phytosanitary Supervision.á

Exported goods subject to the control are to be accompanied by Veterinary Certificates, Form No. 5a, 5b, 5˝, 5d, 5ň, 5f, 5g, 5h, 5i, 5j, 5ŕ, 5l issued by an official of the Veterinary Supervision Section of the Sverdlovsk Oblast Office of the Federal Agency for Veterinary and Phytosanitary Supervision.á

Veterinary Certificates Form No. 6.1, 6.2. 6.3 are issued by officials of the Veterinary Supervision Section of the Office of the Federal Agency for Veterinary and Phytosanitary Supervision for imported goods in exchange for veterinary certificates of producing countries from the customs clearance point to the point of destination when readdressed between constituents of the Russian Federation.

The check of the goods at loading, unloading and transit is performed by the veterinary service of the Federal Agency for Veterinary and Phytosanitary Supervision and endorsed by an official of the Veterinary Supervision Section of the Sverdlovsk Oblast Office of the Federal Agency for Veterinary and Phytosanitary Supervision (the stamp of permission to load, unload or transit with the date of check is placed on the back of the veterinary document).

Sanitary-Quarantine Control

Phytocontrol

The phytocontrol (plant inspection) checkpoint at Ekaterinburg Koltsovo Airport is responsible for protecting the Sverdlovsk Oblast from quarantine pests, plant diseases and weeds.

All phytogenous goods and all vehicles arriving in the Russian Federation are subject to obligatory phytocontrol and quarantine assessment at the state border checkpoint.

Exportation/importation of phytogenous products is subject to presentation of a phytosanitary certificate, which must have been obtained in advance.

The following items are prohibited from importation in carry-on and checked baggage of passengers and crew:

- cultivated and wild plant seeds;
- planting stock (cuttings, roots, bulbs, tubers, etc.);
- soils andáplants with soil (flowers inápots, seedlings, layers);
- fresh fruits, berries andávegetables ináexcess ofá5ákg;
- collections ofáinsects, seeds andáherbaria ofávarious plants.

When filling in their customs declaration, passengers and crew members arriving at Ekaterinburg Koltsovo Airport from abroad and having seeds, plants, plant products in their carry-on or checked baggage are obliged to report them and present them for phytosanitary control.

What documents govern sanitary-quarantine control?

The activities and procedures of sanitary-quarantine control at the Russian Federation State Border checkpoints (hereinafter ôsanitary-quarantine controlö) are governed by the Administrative Regulation of the Federal Agency for Supervision on Consumer Rights Protection and Human Well-Being (hereinafter ôRospotrebnadzorö). The Administrative Regulation was approved by the Russian Public Health Ministry Order of 31 December 2006 No. 893.

Sanitary-quarantine control of persons, vehicles, goods and freight at the Russian Federation State Border checkpoints is performed before other types of state control.á

Why is sanitary-quarantine control needed?

Sanitary-quarantine control at the Russian Federation State Border checkpoints is performed to prevent entry and propagation in the Russian Federation of infectious diseases constituting a danger for the public, as well as of goods, chemical, biological and radioactive substances, waste and other goods and freight constituting a danger for people (hereinafter ôdangerous goodsö).

Who is entitled to carry out sanitary-quarantine control?

The persons authorized to perform the state function of sanitary-quarantine control at the Russian Federation State Border checkpoints are officials of Rospotrebnadzor and its territorial bodies: sanitary-quarantine stations, sanitary-quarantine sections and border sanitary-quarantine stations at the Russian Federation State Border checkpoints.

Rights of Officials during Sanitary-Quarantine Control

Officials performing sanitary-quarantine control at the Russian Federation State Border checkpoints, given external epidemiological evidence, may impose sanitary-quarantine control upon arrival on any vehicle, goods and freight as well as any person arriving on an international flight.

Obtaining information on presence of sick, identification of sick and persons under suspicion of infection, the officials performing sanitary-quarantine control are obliged to suspend deplanement of crew, passengers, baggage, freight, to suspend border, customs and other types of state control, and to take measures for immediate temporary sequestration of the sick person at the place of identification.

What action may be taken with respect to goods, freight, substances if suspicion (evidence) exists that they may be infected with infestants of a disease?

With respect to freight, goods, substances and waste, sanitary-epidemiological requirements are applied only if sanitary-epidemiological grounds exist to assume that the freight, goods, waste and substances may have been infected with infestants of a disease subject to the sanitary rules (presence of insects, rodents and traces of their presence); admissible values of radiation dose intensity and surface contamination with radionuclides during transportation of radioactive materials have been exceeded, or if dangerous goods are in damaged packing and bear signs of leakage of the content.

If the recipient of freight arriving from infected areas has discovered, when opening the container, insects, disease vectors or rodents, he or she shall report that to the Rospotrebnadzor territorial bodies.

Sanitary-epidemiological requirements and measures are applied to parcel post shipments that are not intact, contain underwear, clothes or bedding that have been used and have arrived from countries having infected areas, or from epidemic areas.

Passengersĺ baggage, goods and freight arriving from infected areas, given epidemiological evidence (presence of vector insects, rodents and traces of their presence) may be subjected to disinfection, disinsection and deratization.

Appealing against Actions, Failure to Act and Decisions of Officials Performing Sanitary-Quarantine Control at a Checkpoint

Actions and failure to act of the Agencyĺs officials can be appealed against according to the legislation of the Russian Federation.

In his/her complaint, the applicant must include:
- theáname ofátheástate body toáwhich theácomplaint isábeing sent;
- theáfamily name, theágiven name, andátheápatronymic (ifáitáexists inátheácountry);
- theápostal address toáwhich theáanswer isátoábeásent;
- theádelivery ofátheácomplaint;
- theápersonal signature andátheádate.

When necessary, the applicant supplements the written complaint with documents and materials or their copies by way of enclosure to substantiate his/her reasoning.

The answer to the complaint (application) received by the state body is sent to the postal address given in the application. A written complaint received by a state body is considered within 30 days from the day of registration of the complaint.

In exceptional cases the head of the state body or another official so authorized has the right to prolong the period for consideration of the complaint for 30 days at most, notifying the applicant thereof.

If a written complaint does not have the family name of the applicant sending the complaint and the postal address to which the answer is to be sent, no answer to the complaint shall be given.

Upon receiving a written complaint containing obscene or insulting expressions, threats against the property of the state body, against the property, life, health of the official or of his or her family members, the head of the state body or another official so authorized has the right to leave the complaint unanswered on the substance of the questions raised therein and advise the applicant of inadmissibility to abuse the right.

If the text of a complaint is illegible, no answer is given to the complaint, and the applicant is advised thereof if his or her family name and postal address are legible.

If an applicantĺs complaint contains a question to which he or she has been given multiple written answers in substance in connection with previous complaints, and this complaint does not produce new arguments or circumstances, the head of the state body, another official or authorized person has the right to take the decision that this complaint is unsubstantiated and correspondence with the applicant on this issue be terminated on condition that this and the previous complaints have been sent to the same state body. The applicant that has sent the complaint shall be advised of the decision.
