The rules ofentering andleaving depend onRussias intergovernmental agreements with other states onmutual trips ofcitizens, which constantly change. Themost complete andveracious information canbeobtained inconsular offices oftheRussian Foreign Ministry andinRussian embassies inyour country.

Checking for valid documents entitling a traveller to cross the state border, visas or other permits to enter a foreign state is the responsibility of the transporting company (carrier of passengers) except as may otherwise be provided in international treaties of the Russian Federation.

A transporting company (carrier of passengers) contravening the rules and requirements of entry into or transit through the territory of the Russian Federation will be brought to administrative responsibility in conformity with the Russian legislation in the form of a fine in the amount from 50 000 rubles for each passenger.

Also, the passenger will be administratively detained and brought to administrative responsibility in the form of a fine in the amount from 2 000 rubles with subsequent exclusion of the foreign citizen or person without citizenship from the Russian Federation to the country from which he/she arrived or to the state of his/her nationality on the proximate flight of the same airline.

Russian Citizens Leaving and Entering the Russian Federation

The main documents certifying the identity of a Russian citizen and used for Russian citizens exit from and entry into the Russian Federation are:

  • passport;
  • diplomatic passport;
  • service passport;
  • seafarers passport /identity card;
  • certificate forreturn totheRussian Federation (only forreturn tothecountry).

A citizen of the Russian Federation may not be deprived of his/her right to enter Russia otherwise than on the grounds and according to the procedure provided for by the Federal Law in force. If a Russian citizen has lost his/her identity document outside the Russian Federation or if such document has expired, the citizen must apply to the nearest diplomatic mission or consular office of the Russian Federation, where he will be issued a certificate for return to the Russian Federation certifying his/her identity and entitling him/her to enter (return to) Russia. If the Russian citizen has not applied to a diplomatic mission or consular office of the Russian Federation to obtain the certificate for return to the Russian Federation, such citizen will, upon arrival in Russia, be administratively detained until establishment of identity and brought to administrative responsibility in the form of a fine in the amount from 2 000 rubles.

The right of a Russian citizen to exit the Russian Federation may be temporarily limited in cases when he/she:

1) having access to information of especial importance or top secret information classified as state secret in conformity with the Russian law on state secret, has concluded a labor contract involving temporary limitation of the right to exit the Russian Federation on condition that the period of limitation may not be more than five years from the day of the last familiarization of the person with information of especial importance or top secret information until expiry of the period of limitation established by the labor contract or in conformity with prevailing Federal legislation;

2) has, in conformity with Russian legislation, been called up for military service or directed to alternative civil service until ending of the military service or alternative civil service;

3) has been detained on suspicion of having committed a crime or brought up as accused until rendering of a decision on the case or entry into legal force of a court judgement;

4) has been convicted for commission of a crime until completion (execution) of the punishment or until relief from the punishment;

5) evades performance of the obligations imposed on him/her by court until fulfilment of the obligations or until achievement of a consensus by the parties;

6) has communicated knowingly false information about him/herself during formalization of documents to exit the Russian Federation until a decision on the question within one month by the body formalizing such documents.

Minor Russian Citizens Leaving and Entering the Russian Federation

At crossing the state border, a minor Russian citizen proceeding jointly with at least on of his/her parents (adopter, guardian or tutor) may exit the Russian Federation under a document certifying his/her identity outside Russia or having been written into his/her parents (adopters, guardians or tutors) foreign-travel passport issued before 1 April 2010, the photograph being obligatory for children of 6 or more years of age. Alongside with that, the photograph of the child and the record of the children written into the foreign-travel passport must obligatorily bear the seal of the body having issued the document and the signature of the official of that body. It is recommended that parents leaving the Russian Federation with minor children under foreign-travel passports for different surnames have with them a document confirming the degree of kindred (birth certificate).

If a minor Russian citizen is leaving the Russian Federation unaccompanied by the parents (adopters, guardians or tutors), he/she must have with him/her, beside the passport, a notarial consent of the said persons to the exit of the minor Russian citizen specifying the period of exit and the state(s) that he/she intends to visit, the consent of one of the parents being sufficient unless a statement has come in from the second parent about his/her not giving consent to his/her childs exit.

If one of the parents (adopters, guardians or tutors) declares that he/she does not give consent to the minor Russian citizens exiting the Russian Federation, the question of possibility of his/her exiting the Russian Federation is settled in a judicial proceeding.

Foreign Citizens and Persons without Citizenship Leaving and Entering the Russian Federation

Foreign citizens and persons without citizenship may enter and exit the Russian Federation under valid documents certifying their identity outside the state of nationality and recognized by the Russian Federation in this capacity, except as may otherwise be provided in international treaties of the Russian Federation, provided they have a permission to enter Russia (Russian visa).

Foreign citizens or persons without citizenship may be unpermitted to enter and exit the Russian Federation on the grounds provided for by the prevailing Federal law.

Foreign citizens or persons without citizenship may be unpermitted to enter the Russian Federation if they:

1) have not been able, when applying for the Russian visa, to confirm having the means for residing in the territory of the Russian Federation and exit from the Russian Federation or present guarantees of providing such means in conformity with the procedure established by the Government of the Russian Federation;

2) have contravened, at the Russian Federation State Border checkpoint, the rules of crossing the State Border of the Russian Federation, customs rules, sanitary norms until elimination of the contravention;

3) have communicated knowingly false information about themselves or about the purposes of their stay;

4) if stay of the foreign citizen or person without citizenship is not desirable in Russia.

Foreign citizens or persons without citizenship are not permitted to enter the Russian Federation if:

1) it is necessary for the purpose of ensuring the security of the state;

2) they were, during the period of their previous stay in the Russian Federation, convicted in conformity with the Russian legislation for committing a grave or especially grave crime or if they were, during the period of the previous stay, excluded from the Russian Federation by enforcement during five years after completion of the punishment for the crime committed or from the day of the exclusion by enforcement;

3) they have not presented documents necessary for obtaining the Russian visa in conformity with Russian legislation until presenting them;

4) they petition for a Russian visa for a period of more than three months and have not presented the certificate of their not having HIV infection until presenting such certificate.

Transit travel through the territory of the Russian Federation is effectuated, as a rule, without a right to stop. Transit travel through the territory of the Russian Federation of foreign citizens and persons without citizenship to the state of destination by all types of transport is permitted upon presentation of a Russian transit visa, a visa to enter the state contiguous with Russia on the route of proceeding or a visa of the state of destination as well as travel tickets valid for exit from Russia with an exact date of leaving.
